Standard Job Description

Associate Field Officer Organizational Setting and Work Relationships The Associate Field Officer is normally supervised by the Snr Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the countryegional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent may supervise some support staff. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties – Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. – Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. – In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. – Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. – Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR’s mandate for the benefit of refugees. – Monitor the security situation in the area and intervene as appropriate with the local authorities. – Submit recommendation for protection interventions to the designated officer. – Negotiate with local authority counterparts, partners and populations of concern. – Approve expenditures within the DOAP. – Perform other related duties as required. Operational context

Kordofan Operational Context

The Sub Office, Kadugli (SOK), covers the three vast Kordofan States (South-SKS, West-WKS and North-NKS) directly and through two Field Units (Abu Jubayhah-SKS and El Obeid-NKS) and a Field Office (El Fula – WKS), serving over 130K refugees (mostly South Sudanese (SSD)) and 400k IDPs largely settled in/near host communities in over 150 locations. Average monthly refugee arrivals are 681. Operations in the Kordofans focus on emergency response, protection, interim and durable solutions and expanding development and humanitarian/development/peace linkages in a volatile and complex non-encamped, mixed refugee, IDP and refugee/IDP returnee context. The operation has 71 staff, including 61 National (25-SKS, 26-WKS and 10-NKS) and 10 International (08-SKS and 02-WKS) staff. UNHCR has formal partnerships with 3 Government partners, 3 National NGOs and 5 International NGOs.

The operational context in the Kordofans is complex and very volatile, especially in SKS and NKS. The impact of the events of 25 Oct 21, and related sanctions, on the context is severe. The SPLM-Al Hilu (a non-signatory to the JPA) failed to renew the unilateral ceasefire which expired on 31 Dec 21, leading to an increased presence of armed actors, especially in SKS, and increased political antagonism with the rival SPLM-Agar faction and Khartoum. Loyalties between, among and within all factions/groups remains fractured and distinctions between civil/security roles are increasing blurred, exacerbating already poor governance and rule of law structures and government response capacities. As the economy also continues to worsen, crime and inter-communal conflict (often real or perceived extensions of the political/military conflict) and food insecurity, as well as host/displaced community tensions/competition, are on the rise– even in relatively peaceful NKS. These trends will likely continue, and negatively impact operational space and willingness of partners to engage, so long as political uncertain remains in Khartoum, including in the “enclave areas”. The recent WFP 50% across the board reduction in food assistance will further exacerbate the challenges. UNDSS reported security incidents have increased over 100% year-on-year since 2020.

The result is shrinking protection space for refugees and IDPs and reduced opportunities for interim and durable solutions with increased needs for emergency response, protection monitoringesponse and increased targeted access to assistance (with related emphasis on registration). If the broader situation worsens, risks of larger scale armed conflict increase, with associated negative impacts on both the displaced and operations. Hope for improvements in South Sudan have not materialized. In this context, main operational/strategic priorities include: (a) Emergency Preparedness and Response; (b) Protection & Assistance – Registration/ID, Coordination, CP, GBV, Community Empowerment and Engagement, AAP/CwC, CBP, AGDM, Peaceful Coexistence, settlement/border monitoring and mainstreaming conflict sensitivity, Area Based/Targeted Programming & Assistance/CBI (NFI/Shelter, WASH, Health) host comm participation (birth registration, sustainable services, etc.), including in the Two Areas and Abyei as possible; (c) Durable Solutions – Advocacy, inclusion of POCs in state development program and access to nat’l services, Community support and empowerment projects in POC/hosting areas (sustainable/green component), Capacity building (line ministries, key counterparts and stakeholders), and VolRep/Reintegration (when/if/as), return monitoring, and coordination (DSWG); and (d) Development/Peace Linkages & Innovation Opportunities – Emphasis on supporting self-reliance and livelihoods, linking & coordinating with OPs, IFC/WB, ILO, expansion of PROSPECTS, non-traditional/private sector, seeking opportunities for POC led organizations/activities (risks), Public Info – to visualize/humanize REF/IDPs and increase visibility for donors/others to attract funding/attention

It is assumed that refugee arrivals will continue as per the current monthly average, internal displacement will increase, but some opportunities for both IDP and SSD refugee returns, as well as limited, spontaneous return of Sudanese refugees may arise. Opportunities, especially in NKS and parts of WKS, exist for innovative integration activities (e.g., inclusion of refugees in National Health), as well as opportunities to support development/peace linkages to assist both IDPs/Refugees and their host communities.

The relevant presence of each office is aligned with the number of persons of concern in the area and operational/strategic priorities as follows:

Sub Office Kadugli:

Kadugli is the main “hub” of NGOs and Agencies in the Kordofans. Historically, Kadugli was the “capital” of the Kordofan region. The relevance of the Sub Office is to maintain/ enhance capacity for operational oversight and support for three offices in the Kordofans. The focus for the sub office is placed in leading the refugee response coordination in line with the Refugee Coordination Model while ensuring UNHCR presence in the cluster working groups, including leadership of Shelter/NFI and Protection clusters, for IDPs and co-leading the DSWG. The sub office also provides protection coordination/support, continuous registration/verification and programme support for all three states.

Field Office El Fula:

El Fula has the highest number of refugee population and second highest number of IDPs if compared to other Kordofans States. El Fula experience regular communal and inter- communal clashes including effects of deepening economic stagnation, leading to regular displacements and related emergency response. There are regular in flow of new arrivals to Sudan on an average of 556 per month through key border crossings points. While WKS is more stable than SKS, the operational context is unpredictable, but does present opportunities and strong possibilities for more regular programming as well as transitional/development nexus activities. El Fula has the largest donor earmarked OPS budget from PROSPECTS/Opportunity Funds.

Additionally, the Operation uses the out camp approach, supports both refugees and IDPs and some vulnerable host community members to promote peaceful co-existence. The position requires the into incumbent to coordinate and provide technical support to protection team and stakeholders. The operation receives few new arrivals from Kharasana and El Meriam border points. He/She is expected to coordinate the PROSPECTS/Opportunity Fund activities-earmarked funding.
