Position Summary

PAE is currently seeking a qualified candidate to serve as a Train-the-Trainer (T3) Program Advisor in Mogadishu, Somalia. This position will be responsible for supporting and advising all of the T3 officers within CTID (Counterterrorism and Intelligence Division), as well as identifying new candidates for the program as needed.

Job Duties And Responsibilities

  • The advisor will be responsible for the mentorship and advisement of all T3 program candidates and graduates.
  • The advisor will manage the development of T3 program candidates as they progress through the training, and provide structure for continued education among graduates of the program to ensure that their knowledge is up to date and their skills are fresh.
  • The advisor will be required to work with advisors from each of the CTID sub-units to assess T3 officer needs and performance.
  • Support the collaborative resolution of issues with Somali partners to enable the T3 program to execute mission objectives.
  • Support the development and execution of strategic plans and performance monitoring plans for T3 program officers.
  • The advisor will also be responsible for the mentorship and development of CTID units in other Somali FMS.
  • The advisor will arrange initial academy training in Mogadishu by communicating with all relevant stakeholders, planning out all logistical issues, and scheduling the training over a 4-5 week period.
  • The advisor will organize follow-up visits to each FMS after initial academy training is complete, depending on feasibility of such a trip.
  • Monitor project indicators and compile data to demonstrate project progress.
  • Draft, edit, and review written reports including but not limited to, weekly reports, significant activity reports, and semi-monthly reports.

Required Skills And Qualifications

  • Education: Graduate of a certified federal, state or municipal police academy.Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred.
  • Minimum Experience: Twenty years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent.Ten years of experience working and investigating counterterrorism-based matters.Five years of experience as a trainer at a police academy or equivalent.
  • Additional Skills: Overseas experience working in remote and austere environments.Experience investigating complex counterterrorism investigations.Experience in case management and source coordination.Experience in crime scene management.Knowledge of C-IED operations.Experience working independently and without direction.Proficient in Microsoft 365 or equivalent.

Desired Qualifications

  • Familiarity with the conduct of operations working in and around an embassy or consulate.
  • Respective country equivalent of overseas safety and survival training.
  • Experience as an instructor, trainer, or advisor on criminal justice programs
