Opportunity
Abt Associates seeks a qualified Chief of Party (COP) to lead the expected USAID-funded Pacific Islands Regional Climate Finance Activity. This activity aims to close the adaptation gap for selected Pacific Island Countries (PICs) by supporting their efforts to access and use climate funds for country-driven, equitable, and inclusive adaptation and mitigation interventions. Achieving this ambitious goal will consist of strengthening capacities to manage climate funds, identifying and facilitating the development of climate-related investments, and supporting the implementation of climate adaptation and mitigation interventions.
The Chief of Party (COP) will oversee program operations, program administration, and technical tasks for this activity . The COP will be responsible for collaboratively creating and implementing a strategic, long-term programmatic vision and for providing overall technical leadership and management. They will be the main point of contact with USAID, key public and private sector partners, and other international organizations. The position is anticipated to be full-time, five-year long, and based in Suva, Fiji . The position is contingent upon the activity’s award and USAID approval.
Key Roles And Responsibilities
- Provides overall technical leadership, management oversight and strategic direction for the activity.
- Serves as the primary liaison with USAID Missions, other key US Governments organizations, private sector institutions, senior local government officials and counterparts, and the donor community.
- Supervises the activity’s senior technical team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation of activities to achieve program objectives.
- Monitors the progress and pace of the activity’s implementation, assuring the full potential of the activity is realized through the promotion of high-quality work and internal control.
Qualifications
- An advanced degree in finance, international development, environmental studies, business, or a related field.
- 12+ years of progressive experience leading the mobilization of private and public finance to scale up climate change interventions; experience with catalyzing private sector finance for adaptation and nature-based solution projects is desired.
- Broad technical knowledge in climate change mitigation and adaptation; energy; climate readiness; green investment; sustainable cities; disaster risk reduction; nature conservation; social and environmental safeguards; and monitoring, evaluation, and learning (MEL).
- Experience managing donor-funded climate change projects as a senior manager; USAID Chief of Party experience, particularly in the Pacific Islands, preferred.
- Evidence of successfully launching and leading multi-stakeholder regional and global partnerships, platforms, and networks with government, private sector, multilateral, donor, and non-government partners.
- Demonstrated ability to develop collaborative working partnerships with a wide variety of stakeholders, including national governments, the donor community, private sector, civil society, and academia.
- Knowledge of the US Government’s commitments to support Small Island Developing States (SIDS) adapt to climate change and how those commitments can support national policies, plans and NDC pledges.
- Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates.
- Strong skills in verbal and written communication required.
- Fluency in English required.
Minimum Qualifications
Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
