Opportunity

Abt Associates seeks a qualified Climate Finance Lead for the expected five-year USAID-funded Pacific Islands Regional Climate Finance Activity. The Activity aims to improve adaptation and mitigation ability for regional bodies and national governments in the 12 countries of the Pacific Islands where USAID works by mobilizing climate finance and improving climate finance management. The Activity’s interventions will be inclusive of local marginalized and vulnerable community groups, including Indigenous Populations, women, and youth.

The Climate Finance Lead will be based in Suva, Fiji OR in the Federated States of Micronesia. Utilizing their deep knowledge of the public and private climate finance landscape in the Pacific region, the Climate Finance Lead will lead the Activity’s strategic support for identifying and mobilizing finance for regional adaptation and mitigation objectives. The Climate Finance Lead will contribute to the Activity’s overall work plan development, indicator selection and monitoring of finance mobilization, and the project’s development and learning agenda. The PSE Lead will report to the Chief of Party. The position is contingent upon the activity’s award and USAID approval. The tentative start date is August 2023.

Key Roles And Responsibilities

  • Support stakeholders on the development of national climate and disaster finance strategies
  • Provide advice on accessing climate finance to government counterparts and national partners.
  • Develop project prioritization toolkit to assist government counterparts in identifying and shortlisting projects closely aligned with funds investment criteria.
  • Provide technical input in reviews of concept notes and funding proposals and recommendations on how the concept notes and proposals can be aligned with the investment criteria of funds such as GCF and GEF.
  • Actively coordinates with GCF, accredited entities, National Designated Authority (NDAs) and other relevant stakeholders to expediate project approval processes.
  • Develop training materials and capacity development activities related to climate finance methodologies, instruments, and project stakeholders.
  • Develop and manage investment pipeline for public and private climate finance and investment opportunities.
  • Supervise the project’s short-term technical assistance .
  • Build the capacity of project staff on climate finance activities and investment
  • Collaborate with the project’s M&E staff to propose indicators and collect and analyze data for monitoring, learning, and reporting.
  • Ensure that the activities and results are implemented in a timely manner within the approved budget.
  • Contribute to the drafting of annual work plans and periodic reports, and collaborate with technical leads to ensure coordination.

Preferred Qualifications

  • Advanced degree in finance, economics, business administration, environmental science, or similar field.
  • At least 15 years of demonstrated experience managing and mobilizing public and private finance for climate change interventions, preferably in Pacific Island countries; experience with donor agencies (USAID, MFAT, DFAT) preferred.
  • Strong understanding of GCF, GEF, and Adaptation Fund’s project preparation and approval systems.
  • Strong background in collaborating with private financial institutions to mobilize scalable and sustainable climate change projects and building networks and relationships with those key actors involved in successfully funding climate change projects.
  • Knowledge of the US Government’s commitments to support developing countries mitigate greenhouse gas emissions and adapt to climate change and how those commitments can support national policies, plans, and NDC pledges.
  • Experience managing consultants and STTA
  • Ability to handle multiple tasks efficiently and independently
  • Strong analytical and interpersonal skills
  • Ability to work collaboratively and effectively with colleagues from a diverse set of partners in both public and private sectors.
  • Proven written and oral presentation skills in English.
