Job description:
Job Purpose
· Manage and support marine, logistics and Field services activities in accordance with company policies and procedures and the provisions of the Production Sharing Agreement.
· Coordinate with the Field Operations, and Construction Managers and other concerned parties regarding the planning, scheduling and execution of onshore and offshore activities.
· Maintain the integrity of Company assets.
· Oversee the preparation and implementation of the field budgets for concerned departments and monitor expenditures
Duty or Responsibility
Services support: Manage and support marine, logistics and field services for the Cheleken Contract Area.
1. Work with the General Manager to establish department HSE, technical and financial targets and KPIs.
2. Coordinate marine, logistics and other activities to ensure safety and operational efficiency.
3. Co-ordinate with Purchasing and Supply Chain department to ensure efficient inventory management and timely delivery of products and materials.
4. Ensure that all contractor activities proceed according to contract provisions, company operating and HSE policies, regulatory requirements and industry best practices.
5. Make sure the planned/scheduled tasks are executed in due time
6. Ensure Marine and Logistic services meet with established standards, policies and procedures.
7. Plan and ensure the smooth implementation of integrity management programs for company assets.
8. Co-ordinate with warehouse to ensure effective material utilization and proper inventory control.
9. Ensure timely response to requests for logistics support.
10. Optimize the utilization of company and contractor marine fleets.
11. Ensure the harbor and Aladja jetty channels to be safe for vessel navigation
12. Monitor the Department schedules and activities to ensure effective service delivery as per set KPIs.
13. Ensure proper provision of staff accommodation, catering and transportation services.
HSE: Ensure the health and safety of personnel and the protection of the onshore environment.
1. Work with HSE department to implement safety programs and ensure HSE compliance.
2. Monitor work activities to ensure that they comply with company HSE procedures and guidelines, regulatory requirements and industry best practices.
3. Review Emergency Response Plans and fulfill role as deputy Emergency Control Manager.
4. Communicate any changes to HSE policies or regulations to relevant personnel.
5. Review incident investigation reports and endorse follow-up actions.
6. Recommend improvements to the HSE management system.
Reporting: Prepare reports in support of department activities.
1. Establish and control all reporting requirements to the General Manager and other internal and external stakeholders.
2. Liaise with Company departmental heads, Management and field Department Heads to ensure each department requirement is planned and carried out in harmony with overall company requirement.
Coaching, Training and Mentoring: Actively contribute to the development of staff.
1. Support department staff in meeting needs for employee training, development and skill gap closure.
2. Coach employees in order to build their knowledge and skills.
3. Mentor staff to ensure appropriate succession management.
4. Motivate employees by encouraging, recognizing and rewarding superior performance.
Minimum Education Level Required
Bachelor Degree or Diploma in Mechanical Engineering or equivalent
The minimum years of experience required
Minimum of 20 years of experience in oil and gas operations, ideally with an integrated oil company. Proven track record of working in the Caspian region or other areas of the Former Soviet Union, with a demonstrated understanding of Production Sharing Agreement provisions.
