The World Bank is increasing its engagement in Libya and finalizing work on a new Country Engagement Strategy. Parallelly, through donor and partnership building, a multi donor trust fund is being mobilized to support a strong analytical and capacity building program for Libya. Mission organization to Libya is an intensive exercise which requires rapport building and consistent follow-up with Libyan authorities for smooth processing of visa and mission travel. Given Libya’s FCV character teams can opt for reverse missions and workshops to take place in Tunis, which requires coordination and organization. The management of our residence/office in Tripoli requires communication and management of billing services related to security equipment and housekeeping. For all these tasks, strong, timely and efficient administrative support is required.

The World Bank is seeking a highly organized and energized professional, capable of operating effectively and discreetly in a very demanding, fast-paced and culturally diverse environment, to work as a Program Assistant based in Tunis, Tunisia.

Role And Responsibilities

Operational and administrative support

  • Provide support for preparation and implementation of World Bank activities according to Bank procedures.
  • Act as CMU Libya Visa focal point. Process and monitor visa requests, active follow up with Libyan Ministry of Finance and GP colleagues.
  • Manage Palm City housekeeping. Inform Palm City about visiting missions and request ad-hoc daily housekeeping services during missions. Follow up with Palm City management for timely billing and process billing in the Bank’s system. Liaise with Bank resource management when needed.
  • Process security related bills, incl communication equipment and security services. Work closely with the Bank’s security team in the process.
  • Organize workshops/events for the CMU and for GPs in Tunis, in Tripoli, and virtually.
  • Ensure that the necessary clearances are obtained and forwarded timely to the Country Manager for signature

Time management & Logistic planning

  • Arrange working schedule and meeting with counterparts for visiting teams
  • Provide direct support to missions in Libya and reverse-missions in Tunis, including monitoring, editing and formatting correspondences, organizing meeting facilities (rooms, interpretation, etc).
  • Co-ordinate time management and schedule of the Resident Representative, taking current and future priorities into account, anticipate and monitor changes, and communicate the information.
  • Solve non-routine problems creatively and resourcefully and assist in preparation and logistical planning for various events, e.g. conferences, workshops, negotiations, board presentation and signing, etc. Assist in delivery of events and workshops organized by the team, advise to keep them up to date on the recent operational policy, procedures and quality review issues.
  • Coordinate meetings with external clients

Data and information management

  • Maintain a current database of contacts for Libya
  • Create and maintain standard distribution lists
  • Disseminate in a timely manner the internal and external distribution of correspondences to the concerned parties with the proper electronic filing (WBdocs)
  • Respond to all inquiries and ensure good communication between CO and Sector Units.

Other Duties

  • Serve as a back-up to other staff
  • Perform other tasks as requested by the Supervisor
  • Undertake ad-hoc assignments and provide support to other staff in the unit as required.

Selection Criteria

  • High School Diploma at a minimum; undergraduate degree or associate degree combined with at least 5 years of relevant practical experience, or equivalent combination of education and experience.
  • Fluency in spoken and written English and Arabic required. Excellent oral and written communication skills.
  • Outstanding interpersonal skills and ability to interact with an extensive network of contacts at senior levels, both internally and externally, and demonstrated ability to respond and deal effectively with diverse situations that require good judgment, tact and diplomacy; positive attitude, calm demeanor.
  • Highest personal integrity with demonstrated ability to handle confidential and sensitive matters with discretion and diplomacy.
  • Ability and aptitude for multi-tasking, managing conflicting and evolving priorities, and expanding the scope of work and responsibilities as needed.
  • Proactive attitude, a self-starter, and team player (both as a member and as a leader); with a high degree of motivation, resourcefulness, initiative, flexibility and reliability, and willingness to help others in achieving the Unit’s work objectives; A roll up your sleeves, and get it done attitude is key.
  • Excellent organizational abilities, able to manage and prioritize multiple tasks simultaneously; capacity to follow up systematically, efficiently, and proactively on a broad set of initiatives.
  • Demonstrated experience in providing administrative and logistics support, including the ability to draft correspondence and other documents in both English and Arabic languages.
  • Ability to work within institutional guidelines and procedures, with a high level of attention to detail and accuracy.

In addition to excellent knowledge of Microsoft office applications, has solid knowledge and practical experience of technology and/or systems relevant to functional area of assigned responsibilities. Has ability to use appropriate workflow management and planning systems and databases.
