We are recruiting for a position of a Senior Consultant – Monitoring, Evaluation, Research and Learning (MERL), MERL Hub Lead in Health Practice. The successful post-holder will lead on MERL work, lead on large tenders and projects on MERL, and lead the MERL Hub team.

This role will be based in Oxford, United Kingdom. Please note you will need the existing right to work and live in the UK before applying as we cannot sponsor visas.

The Senior Consultant MERL Hub Lead is responsible two-fold for:

  • Contributing to the Health Practice success through winning, delivering, and managing Technical work in the area of MERL Globally: by a. prepositioning for and winning new work; b. delivering complex MERL projects to agreed standards, c. Leading on the thought leadership in MERL; and d. supporting learning and knowledge transfer within the Health Practice and broadly at the company level.
  • Leading the MERL Hub of the Health Practice, including managing the MERL Hub team members, developing the Hub strategy (in accordance with the OPM and Health Practice strategies), ensuring successful delivery of the financial and non-financial targets of the Hub, and modelling and encouraging OPM values and practices.

Day to day responsibilities will involve (not exhaustive):

Delivering technical assistance and consulting services in the field of MERL in Health, with a special focus on the following:

  • Designing and reviewing monitoring systems, logframe, KPIs, systems for data collection processes, reporting and use; syntheses and analyses;
  • Designing Theories of Change and demonstrating the understanding of theory-driven evaluation approaches
  • Designing, implementing and quality ensuring of quantitative data collection and analysis, including remote approaches
  • Designing and undertaking Implementation Research;
  • Supporting and overseeing the Health systems Research
  • Developing and supporting systems for learning among client teams/programmes
  • Using MEL to support adaptive management
  • Designing and delivering the Third Party Monitoring programmes
  • Undertaking Annual Reviews/end-line evaluations of HSS programmes

Expertise in MERL of Reproductive health or Maternal, Newborn and Child health services is an advantage.

Expertise in MERL of Covid-19 is an advantage.

Leading MERL Hub of the Health Practice

  • Leading on or contributing to the acquisition and bidding for the medium and large scale projects in the field of MERL, while effectively collaborating with the OPM’s Bid, Finance, Legal, HR and Implementation Teams.
  • Managing medium and large-scale MERL projects delivered by the Health Practice, in accordance with OPM systems and procedures.
  • Supporting the market development initiatives within the Hub’s designated market areas, including fostering good relationships with clients, taking an active role in developing new areas of work and potential new relationships through existing or new networks and contacts.
  • Managing the MERL Hub team members, developing MERL Hub strategy (in accordance with the OPM and Health Practice strategies), ensuring successful delivery of the financial and non-financial targets of the MERL Hub, modelling and encouraging OPM values and practices.
  • Leading on the Practice intellectual capital development activities in the area of Health MERL. This may include delivering seminars on MERL work, publishing in peer reviewed journals, and presenting on conferences/high forums
  • Ensuring effective collaboration with other teams across the Health Practice and at the company level.
  • Complying with internal policies, processes and procedures including reporting, HR and financial management systems.
  • Delivering work under the direction of the Practice Lead in accordance with an agreed annual performance agreement including meeting (or exceeding) the associated financial and non-financial targets.

In order to make a success of this role, candidates will have the following essential skills, knowledge and experience:

  • Post-graduate degree in a relevant discipline;
  • Proven expertise in M&E, research and learning syntheses projects and programmes in Health sector;
  • Proven TA and consulting skills and achievements in areas of the M&E, research, and learning (including demonstrable experience with research and evaluation design; using mixed-methods MEL and research approaches; strong expertise in qualitative monitoring and evaluation methods, proven experience with designing Theories of Change and understanding of theory-driven evaluation approaches; Qualitative and quantitative data syntheses and interpretation skills and ability to condense, refine, and tailor large amounts of qualitative and quantitative data for external audiences; thorough understanding of research and evaluation ethics and of ensuring ethical practice is applied by field teams; Experience with Implementation research; experience with designing safeguarding strategies and ensuring all team members and data collectors understand and apply safeguarding procedures.)
  • Demonstrated success in acquisition of competitively-procured donor-funded development projects;
  • Experience of project management, including management of project teams.
  • Experience with using information management systems and software to house and analyse data, familiarity with data visualisation tools
  • Experience supporting programme-level and organisation-level learning initiatives desirable;
  • Experience in developing countries and/or transitional economies.
  • Excellent report writing skills.
  • Strong communication skills;
  • Excellent inter-personal skills, with a collegiate approach to team work and team members.
