Standard Job Description

Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, fieldegional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties – Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. – Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. – Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. – Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. – Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. – Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. – Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. – Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices. – Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. – Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities. – Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. – Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Field(s) of Education Economics Business Administration Social Sciences or other relevant field. Essential Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities. Nature of Position:

Diffa region hosts Nigerian refugees since end of 2013 with current trend of 119,541 Nigerian refugees, 1,454 asylum seekers from various nationalities and 109,404 IDPs and 29,954 returnees. Some refugees, asylum seekers and returnees are accommodated in Sayam Forage camp. The rest of the refugees and IDPs live among the host communities both in urban and rural communities. Under the direct supervision of the Head of Sub-Office, the Program Officer is a senior level position at Diffa sub office, and requires high level of maturity and responsibility. He/She supervises Techincal and Programme staffs. In addition to responsibilities reflecting in the generic job description, the ideal incumbent will carry following tasks: – The candidate is expected to lead complex consultative processes involving external parties including Inter-Agency programming processes; – The candidate is also expected to train and build capacities of staff under his/her supervision and the staff of partner organizations working with UNHCR in the implementation of activities. Essential Requirements: – The ideal candidate should be cognizant with UNHCR’s ERP policy and be able to apply it across the board in Programme/Project management; – The candidate should have demonstrated abilities to deploy UNHCR’s Risk-based Monitoring in a systematic way; – Working experience in mixed IDP and Refugee operations with perfect knowledge of UNHCR’s IDP Footprint and the Refugee Coordination Model; – Possess strong analytical and data management skills, focusing on problem solving through large information/data analysis and number crunching; – Excellent negotiation and communication skills for working with a wide spectrum of partner organizations; – Ability to use UNHCR corporate tools at an advanced level, as Focus (Focus Client Focus Reader and Global Focus Insight), and MSRP; – Familiarity with the contains and key objectives of the Global Compact on Refugees, the CRRF approach and able to efficiently work with UNHCR`s partners at field level, authorities, private sector and development actors; – Demonstrated experience in the planning of operations, particularly as regards the development of Operations Plans, which includes, inter alia, the translation of assessment information into problems and causes, the formulation of objectives and outputs supported by baselines and targets, and relevant indicators, and subsequently the design of response at comprehensive and prioritized levels.

Living and Working Conditions:

Diffa is a category E non-family duty station. Frequency of R&R cycle is every 6 weeks. The official designated R&R location is Niamey (travel covered for staff and deployees). Accommodation: There is a UNHCR Guesthouse in Diffa where international staff are accommodated. Diffa is about (1400 km from Niamey) with a small airport served by UNHAS with return flights to Niamey at least three times a week. The town provides some basic necessities, however due to security restrictions movements are to be limited. There is a government hospital, which offers basic health services. Temperatures are above 33 degrees Celsius for most of the year with the hottest months of March to June day time temperatures hovering above 38 Celsius. Security level in Diffa is 4. Since the beginning of 2019, Diffa region has experienced an escalation in terrorist acts. The threat remains real with several cases of incursion or infiltration. On the other hand, crime is quite high with targeted kidnappings and killings and the looting by armed elements, especially in outskirts of main towns. This subjects the population to a climate of constant fear. Diffa Region will continue to remain influenced by concerns attributed to terrorism. Staff require extreme caution and strong adherence to security measures. UNHCR has a Field Security Officer and AFSA on ground for any security related issues while participating in daily field missions. The guest house is secured by civilian guards owned by a national security company. To continue to operate, a- package of measures called- intermediary security measures adopted by SMT is applied. Two safe rooms are available in the UN Compound. The state of emergency is still in force and night movements are restricted.
