SPEX operates the Malampaya Natural Gas Production Facilities that supplies fuel to customer power plants with combined generating capacity of around 3.0 GW, which represents 30% to 40% of Luzon’s power grid capacity. The natural gas production facilities include a Shallow Water Platform (SWP) with an integrated Depletion Compression Platform (DCP) located in Palawan, an Onshore Gas Plant (OGP) in Batangas City each of which still has the most advanced instrumentation and control system in the Philippines.

The Senior Discipline Engineer – PACO is a member of the Instrument, Control and Electrical Team under the Engineering and Projects Department.

What’s the role?

The Senior Discipline Engineer – PACO role will be accountable in delivering the instrumentation and control discipline component of safe, reliable, and efficient operation of SWP and OGP particularly (but not necessarily limited to) instrumentation, control and safeguarding systems, operational technology network, process control software and programs, human machine interfaces, plant data systems and analytics.

Depending on the primary discipline of the ICE TL, the senior discipline engineers will either be accountable or responsible for the following key discipline deliverables and domains.

Make It Safe

Key Responsibilities:

Safety in design, operation and maintenance of instrument and control systems, software, and equipment (collectively called IC scopes) based on international, national, company standards and best practices.
Organizational capability in safe operation and maintenance of IC scopes.
Development and integration of relevant performance standards.
Scopes ascribed to a Technical Authority 2 (TA2) for the IC discipline based on SPEX processes.
Assurance of IC safety critical element integrity including identification, maintenance and assurance strategy setting, validation of health and effectiveness of elements and strategies, and optimization.
Providing design basis and review of critical engineering design for brownfield and greenfield changes driven by SPEX Management of Change. The discipline also typically takes full responsibility in the delivery of a project which may include project engineering and detailed design scope.
Creation, promotion and embedding of functional safety and OT security practices.
Provide leadership and/or support for problem solving and investigation of unwanted events or opportunities to strengthen technical integrity.

Make It Work

Develop and integrate discipline strategic and operational plans into the company processes and strategic and activity plans.
Discipline support in identifying and/or mitigating, addressing and resolving threats. Attend site, morning calls on a regular basis to be familiar with all discipline related equipment and operations issues and provide a “sense check” on the non-routine work arising.
Keeping discipline documents up to date and fit for purpose.
Creation of the IC scope asset care plan including the base maintenance and lifecycle strategies and corresponding optimization process.
Provide leadership and/or support for problem solving and investigation of unwanted events or opportunities to strengthen reliability.
Promote standardization & smart replication in engineering approaches. Which also includes ensuring the processes, procedures and tools are used, and ensure their proper implementation by the Engineering Contractor.
Responsible to gain and maintain Technical Authority 2.
Make it Grow:
Embedding continuous improvement and opportunity mindset in the discipline.
Scan opportunities and drive for timely realization which may require taking in the role of project engineer.
Develop and maximize partnership contracts (vendors and service providers) as contract owner or contract holder throughout the lifecycle of the contract.
Develop and nurture SPEX network within the industry and other players therein to enable collaboration and innovation specially in the IC space as the company grows beyond just Malampaya.

What we need from you?

When it comes to safety, your excellent HSSE skills and continuous improvement will make the difference. We’re keen to hear from individuals with excellent people and communication skills to nurture collaborative stakeholder relations. Someone who has the capability to design, interpret and review designs and projects involving instrument changes. At the same time apply engineering principles to maintenance and operation of the IC scope.

Beyond that, we’d hope to see as many of the following as possible on your CV:

At least 10 years of cumulative experience on instrumentation and control discipline operation and maintenance and/or engineering scope.
Functional Safety Engineering and Operation.
Control System engineering, operation and maintenance.
Process Control and optimization engineering, operation and optimization.
Minimum of Bachelor of Science degree in engineering.

In addition to professional skills and experience described in this posting, the following will be considered when making selection decisions:

Sustained Performance
Certification in instrumentation, control system and/or functional safety.
