Purpose of the Job
The purpose of the position is the day-to-day implementation of the shelter activities under education project in Urozgan province. She/he will be responsible to conduct need assessment for construction component in school, analysis the report, prepare the design and require drawing for construction aspect, day to day monitoring on progress and quality check of construction materials.
In addition, he or she will be responsible for tailoring/ prepare construction training materials to local languages to build school shura capacity on construction materials quality checks and procurement.

Generic Responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated shelter project portfolio according to plan of action
- Prepare and develop shelter status reports as required by shelter project manager
- Ensure proper filing of documents for shelter project
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Development of holistic and needs-based programmes, including cash-based interventions and marked based programmes
- Assess, promote and document ideas for technical improvement and further program development options
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote the rights of IDPseturnees in line with the advocacy strategy
Specific responsibilities:
- Desk study of relevant school construction documents.
- Conduct field visit in Uorzgan and interview returnees/IDPs families in H2R areas
- Quality control of all construction activities at each stage of the progress – travel regularly to hard to reach area (H2R) all the sites on implementation of shelter intervention in Urozgan province.
- Provide on the job training to the mason on construction in all project location as standard
- Prepare daily and weekly report.
- Operate field equipment, radio, etc.
- Responsible for assessment, project planning, implementation and monitoring
- Maintain regular field visits for the school construction aspect.
- Proceed on-time cash payments to School Shura according to the plan and on-time clearance.
- Participate in NRC staff seminars and training, when scheduled
- Assessment on site. needs and resources, construction type, data on returnees/ IDPs
- School project selection. Identify of most needy and eligible schools as per EFPR stand and support Education TA on established the School Shura.
- Prepare reports on weekly, monthly and require base as well
- Ensure the inclusion of cash-based interventions and marked based programs in-country and area-based strategies and their implementation across and within NRC’s core competencies
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
- Conduct the meeting with community/ or village elders, Malaks, School shura, local authority, and other stakeholders at field level.
- Any other tasks as assigned by the immediate superior .
- Prepare the design and require drawing for the construction action aspect as per MoE standard
- Responsible for QA for the project construction component and QC for construction materials
Generic professional competencies:
- Bachelor degree in civil engineering.
- Minimum 2-3 years of experience relevant position experience in community-based school construction projects with International NGOs, UN Agencies or other International funded projects.
- Fluency in English and local language Dari and Pashtu.
- Experience from working within technical expertise area in a humanitarian/ recovery context
- Previous experience from working in complex and volatile contexts
- Core competency expertise.
- Able to express ideas clearly and confidently in speech
- Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
- Knowledge of cash-based interventions and market-based programmes
