Regional Context

The South Asia Region (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather event. Additional challenges are that South Asia is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid growth in coming decades.

Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

Country Context

Since the August 2021 fall of the Government of the Islamic Republic of Afghanistan, the humanitarian crisis has worsened, with rising poverty and unemployment, and losses in education, health, and gender outcomes. 24.4 million Afghans require humanitarian assistance. The banking sector has collapsed, creating barriers to delivering humanitarian assistance. The flow of humanitarian assistance has been severely constrained by the lack of a functioning payment system.

From August 2021 until now, the international community’s approach has evolved, with the recognition that a humanitarian response alone will be insufficient to address Afghanistan’s challenges, provide essential basic services and sustain even a smaller economy.

The Bank’s initial response (Approach 1.0) focused on providing financial support to immediate humanitarian response, specifically health and food distributions by way of transfers out to UNICEF ($100 million) and WFP ($180 million), respectively.

Approach 2.0 will make available just over US$1 billion in ARTF resources in calendar year 2022 in addition to the US$280 million in TOs provided in 2021. Approach 2.0 will focus on financing for delivery of essential basic services through off-budget recipient-executed grants to parties outside the control of the interim administration, in particular UN agencies, and potentially international NGOs (iNGOs). The Bank has also been working with international partners to establish a Humanitarian Exchange Facility (HEF) as a temporary measure to facilitate payments until a more permanent solution is found.

The Country Management Unit (CMU) is seeking to hire two well-organized, proactive and motivated individuals for the position of Extended-Term Temporary to provide administrative support to the teams in Kabul Country Office.

Role & Responsibilities

Responsibilities will include, but will not be limited to:

  • Provide administrative support to the assigned supervisors and work collaboratively with members of the immediate work team.
  • Provide support to operational teams on various aspects of World Bank Operations, including inputs to ISR and ICR and other project reports.
  • Handle all relations with the Government of Pakistan on administrative aspects of the operation of the part of the Afghanistan Country Office based in Islamabad.
  • Use word processing, excel to produce complex text, reports, graphs, presentations, etc. Incorporate feedback into documents, making full use of shared drives and other software capabilities.
  • Assist in preparation and logistical planning for various events, e.g. conferences, workshops, internal and external meetings with clients and donors, audio and video conference etc.
  • Assist members of the team on all issues related to Travel Requests and Statement of expenditures (SOEs), in compliance with the institutional procedures in effect and provide backup support for traveling staff.
  • Organize and maintain an electronic (WBDocs) filing system.
  • Demonstrate skills in retrieving, gathering and obtaining information from various sources (internet, the portal, intranet, Bank libraries, etc.) and transferring the information in a usable format.
  • Update mission schedules, monitors changes and communicates necessary information to appropriate staff.
  • Compile reports/ presentations and other project related documentation and assist in the drafting of transmittal letters.
  • Maintain current distribution lists, phone addresses of key contacts and distributes documents to relevant team members.
  • Assist in drafting, editing and finalizing correspondence, memos, letters, faxes and various reports and documents, ensuring compliance with World Bank correspondence format, and procedures, and proofreading materials using proper grammar, punctuation, and style in English.
  • Provide back-up support to other ACS staff in the office during absence or peak load time.
  • Download different Trust Fund reports using bank’s portal and SAP.
  • Undertake other ad-hoc duties as assigned.

Selection Criteria

  • High school diploma with 2 years of experience in an international/multinational organization or equivalent combination of education and experience, BA preferred;
  • Ability to pass relevant Bank tests, as required;
  • Knowledge of/ability to perform diverse and intricate work routines that are specific in objective;
  • Excellent command of English language, both written and oral;
  • Computer proficient and fully conversant with standard word-processing software, spreadsheets, and PowerPoint;
  • Effective Organizational skills and ability to prioritize assignments;
  • Demonstrate resourcefulness on the job to develop practical approaches that improve office support work;
  • Strong inter-personal skills and commitment to work in a team-oriented, multi-cultural environment.
  • Willingness to work part-time from Kabul as needed when the Country Office reopens
