Solomon Islands and Pacific Island Countries Context

The WBG’s Pacific department (EACNF) covers twelve countries (Fiji, Kiribati, Marshall Islands, Micronesia, Palau, Papua New Guinea, Nauru, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and is home to more fragile and conflict-affected states than any other region outside of Africa. Over the past few years, the WBG has substantially scaled-up its program and field presence in the Pacific! We focus on initiatives that address the challenges of fragility, isolation, size and limited/thin capacity. We also create a foothold for wider development engagement with emphasis on country-specific strategies.

In the Solomon Islands, WBG has significantly scaled up its engagement in recent years and continues to strengthen its relationship with Government to help advance reforms in several critical sectors. The growing project portfolio includes activities in transport, water, agriculture development, community-driven development, urban youth, health and nutrition, and energy. Current plans envision a further expansion of sector lending activities with emphasis upon partnership initiatives and a variety of ground-breaking, analytical and advisory work.

Solomon Islands faces serious challenges in its quest to attain universal health coverage and the capacity of the health system to ensure equitable access to quality health services remains weak.

HNP portfolio in the Solomon Islands

The Solomon HNP portfolio includes lending and analytical activities focused on key priorities in the health sector, including:

  • A multi-year program of advisory services and analytics focused on improving prioritization and planning, along with financing and health service delivery performance.
  • A health investment project: the Solomon Islands COVID-19 Emergency Response Project for USD13M.

Duties & Accountabilities:

The WBG is seeking an Extended Term Consultant (ETC) to provide technical assistance to the WB’s HNP Portfolio in the Solomon Islands based out of the Honiara, Solomon Islands office. The consultant’s role includes support to the broader HNP portfolio in the Solomons Islands. The tasks that the consultant will be responsible for include, but are not limited to, the following:

HNP Operation Portfolio

  • Support implementation of the WBG’s HNP portfolio in the Solomon Islands. This includes supporting technical discussions and monitoring of engagements on a day-to-day basis in close collaboration with the relevant government agencies and development partners
  • Contribute to sector-specific or cross-sectoral inputs for various operational products/outputs (e.g., sector/country briefings, background reports, policy documents, portfolio performance reviews, etc.)
  • Contribute to the policy dialogue, communications and interactions with government counterparts, country stakeholders as well as development partners
  • Add value to sector-specific or cross-sectoral inputs for various operational products/outputs (e.g., sector/country briefings, background reports, portfolio performance reviews, etc.) and policy documents as well as ad hoc information requests.
  • Review and contribute to sector-specific or cross-sectoral policy and other documents
  • Participate in missions with the health team; and respond to ad hoc information requests from internal and external parties
  • Subject to the WGB’s COVID-19 or other considerations, conduct regular field visits to verify the status and quality of project implementation at specific sites
  • Add value to sector-specific or cross-sectoral analytical inputs for various operational products/outputs (e.g., sector/country briefings, background reports, portfolio performance reviews, etc.)

The ETC will work with other team members in Solomon Islands, regionally based staff particularly those located in Sydney and other Pacific country offices, team members in World Bank headquarters in Washington, DC and other team members that may be located throughout the world. The ETC may support and work with team members travelling to other Pacific countries as well as local Solomon Island travel to support implementation, design or analytical tasks. Broader international travel may on occasion be required.

The ETC will report to the Practice Manager (Health Nutrition and Population) for HEAHN. For day-to-day operational work, the ETC will lead certain assigned tasks, work closely with other Task Team Leaders and the Human Development Program Leader. The ETC will be subject to all World Bank regulations and guidelines applicable to staff in the Solomon Island Country Office which is their duty station.

Selection Criteria

  • At least a bachelor’s degree or equivalent in a relevant field (public health, accounting, financing, economics, health policy & administration etc.)
  • At least 2 years’ experience working with the health sector. Previous experience with donor/ multi-lateral development agency projects will be highly advantageous
  • Up-to-date knowledge and understanding of HNP sector context and policies in the Solomon Islands
  • Knowledge of project management including operational, implementation support, monitoring and evaluation, procurement and financial management aspects
  • Strong client orientation, interpersonal and diplomatic skills, ability to support dialogue with high level government officials in the Pacific
  • Sound analytical skills and track record of cooperation and ability to produce high-quality results and outputs under pressure with minimal supervision
  • Effective problem-solving skills; able to identify problems and implement corrective processes
  • Generate ideas and demonstrate initiative and flexibility
  • Ability to work in multi-cultural teams and environment
  • Strong communication, presentation and social skills, including excellent speaking and writing skills in English.
  • Strong computer skills
