Position Summary

Manage and coordinate maintenance contracts, projects and services related to the Authority’s facilities, garages and surface car parks, including the coordination of contract procurement; provide program and project management services for various maintenance and improvement projects to contribute to an exceptional customer experience at all Green P facilities.

Maintain accurate inventory of goods and materials. perform cycle counts to ensure materials on hand are maintained in reasonable quantities, re-ordering to appropriate levels based upon turnover and seasonality. Manage incoming and outgoing orders and is expected to stock and pick orders in a timely manner with accuracy.

Responsibilities

  • Formalize and maintain a vendor management system and program that will demonstrate vendor performance and contract award. Work with appropriate staff to ensure vendor performance scorecards are implemented for all programs and are kept up-to-date. Manage and evaluate vendors, ensuring compliance with contractual terms and conditions and meet assigned performance metrics for all services.
  • Manage and coordinate procurement processes for various maintenance contracts and projects by creating Tender Packages consisting of technical specifications and service agreements. Facilitate documentation of stakeholder and business requirements.
  • Drive the improvement of processes and systems. While working to assist in implementing programs that will have continuing long-term benefits. Ensure proper record maintenance of records storage boxes. Numbering and maintaining documentation of record storage boxes at head office and off-site locations.
  • Maintain an up-to-date, accurate record of car park systems’ inventories, data and all associated components, including tracking of maintenance contracts and statutory inspections, mechanical, electrical, and structural components.
  • Maintain up-to date and accurate recordeports of all the Authority’s associated work to ensure compliance with requirements by the regulatory authorities, including but not limited to: Technical Standards & Safety Authority (TSSA), Electrical Safety Authority (ESA), and Toronto Fire Services (TFS).
  • Coordinate necessary updates of the maintenance plans and programs in the TPA’s automated Work and Asset Management System for Operations functions, in support of life-cycle preventative maintenance programs.
  • Develop metrics for suppliers and use these metrics to monitor and evaluate supplier services. Implement and maintain reporting benchmarks, KPIs for maintenance and service contracts. Generate monthly, quarterly and annual reports and dashboards against KPIs.
  • Recommend, develop and implement policies and procedures regarding program and contract specific requirements.
  • Review, inspect and validate work performed by contractors, sub-contractors and all associated trades, including completing on-site field visits.
  • Assist and have input in preparation of quantities and cost estimates for maintenance program and project budget purposes.
  • Co-ordinate contract implementation, transitions, scheduling, phasing of all maintenance contract work with TPA Staff including managers, supervisors and stakeholders.
  • Attend meetings, document discussions, keep records of the meetings and prepare correspondence and necessary contract updates to senior leadership team and staff
  • Review cost proposals, estimates and prepare amendments to ensure compliance with contractual requirements, industry practices and best value for TPA.
  • Perform analysis to identify underperforming suppliers. Develop and execute strategies to improve supplier performance in conjunction with appropriate senior leaders.
  • Review and evaluate work, schedule and co-ordinate to attain program and project objectives. Responsible for implementation of assigned programs.
  • Review current strategies and processes, undertake research into the industry sector, markets and competitors, collect, analyse and interpret data and identify and assess the pros and cons of possible strategies for implementation.
  • Manage supply order requisitions, workflow and withdrawals of materials from stock room. Ensure adequate record keeping, managing all requisitions to confirm proper stock levels and maintain inventory control. Rotate stock and coordinate the disposal of surpluses.
  • Perform inventory control checks and maintain a clean and orderly warehouse environment. Follow all safety protocols and warehouse procedures, demonstrating commitment to standards at all times.
  • Deliver the highest standards of service in accordance with the TPA’s Core Values, policies, procedures and directives. Coordinate the handling and movement of materials and shipment of consignment to required areas based on area requests. Maintain adequate stock levels based upon forecasts and usage patterns.
  • Accurately restock incoming items, logging items as required. Reliably pulling and processing orders. Submitting requests for necessary items when stock is low. Receiving, unloading, sorting, and storing both product and materials. While checking all incoming and outgoing orders for accuracy. Inspect deliveries for damage or discrepancies; reporting those to staff and vendors for reimbursements and record keeping.
  • Physical ability to frequently lift and carry materials weighing up to 25 pounds and occasionally up to 50 pounds.
  • Ability to work independently, with minimal supervision.
  • Team player with a willingness to assist in completing any other assignments, duties, and/or tasks as directed.

QUALIFICATIONS:

  • Post-secondary education in business administration, purchasing, or a suitable equivalent combination of education and experience
  • Experience managing vendors and contracts with considerable knowledge of principles, practices, and procedures of procurement, including writing RFQs and RFPs, conducting performance evaluations, scheduling work, etc.
  • Knowledge of sourcing contracts within Facilities Maintenance is an asset
  • Experience conducting detailed and /or non-structured research or analysis, preparing reports, briefing notes, fact sheets, Q&As with the demonstrated ability to write and present complex information to a variety of audiences
  • Strong customer focus and the ability to foster and maintain effective stakeholder relationships, utilizing initiative to devise innovative, best practices, customer service solutions.
  • Experience working in a unionized environment is preferred.
  • Demonstrated experience with Microsoft Office applications (work, excel, access, Visio, PowerPoint, MS project) and purchasing software systems, i.e. SAP.
  • Knowledge of project management and procurement processes, with a continuous improvement mind-set.
  • Knowledge of building components contract management.
  • Working knowledge of the Occupational Health & Safety Act and Regulations.
  • Advanced problem solving, conflict resolution, time management and prioritization skills, including planning, organizing and coordinating projects and assigned tasks.
  • Demonstrated analytical skills in managing, maintaining, assessing and reviewing data, standards and services to identify best practices, establish KPIs, and opportunities for improvements in service delivery

  • Must possess a valid Class “G” Driver’s License for the Province of Ontario and be in good standing.
  • Knowledge of proper recordkeeping and inventory management, demonstrating strong organizational abilities.

  • Familiarity with standard concepts and best practices in a stockroom or warehouse environment
  • Keen attention to detail, excellent communication and interpersonal to interact with employees, internal and external stakeholders, vendors/suppliers in a professional and courteous manner
